Miss Noemi Rivera, age 51, of the Niagara ICF in Utica, passed away with her loved ones by her side on Monday, March 2, 2015, after a long illness. Noemi was born in New York City on February 11, 1964, a daughter of Persida Torres and Felix Rivera. She became part of the Upstate Cerebral Palsy family in 1992 and was a resident of the Niagara ICF. Noemi enjoyed her time spent at Armory Day Hab; loved pink and purple; Elvis Presley; special deserts especially cheesecake and mini cupcakes; spicy foods; and fuzzy blankets. It was often said "Noemi knows what she wants and that's that." She will be missed by her Niagara Family and Armory Day Hab staff and attendees, as well as those of whom she has touched throughout her life. Relatives and friends are invited to attend a celebration of her life on Thursday at 2 p.m. at The Matt Funeral Home, 700 Rutger St., corner of Mohawk St., Utica.
